So basically I'm starting college soon and of course I'm going.
I'm looking for a credit card? It is used to cover the emergency brake, my laptop, power, etc.

Yes, you are. Most companies use a credit card to) a credit card number (in fact, many of them deals with many schools advertise on their campus.
Use only for emergencies though. It is easy to start using other means (electronic random bar here). Student debt is limited bad enough if you are not up to a few thousand cc debt.
When you're 18, you can request. You may or may not be approved. If you are not allowed, not immediately, then try again. Wait at least one year. The more you use, especially when you are young, chances are that your application has been rejected.
